Resources Committee Terms of Reference









The resources committee is established to review and agree the school’s proposals for the budget and recommend it to the full governing body, review the school fund account and review and keep track of expenditure. The Committee will oversee the resources of the school, including the maintenance and upkeep of the buildings and grounds, fixtures, fittings and equipment, and be responsible for the oversight of health and safety within the school







  • In consultation with the Headteacher, to draft the first formal budget plan of the financial year
  • To establish and maintain an up to date 3 year financial plan
  • To consider a budget position statement including virement decisions at least termly and to report significant anomalies from the anticipated position to the Governing Body
  • To ensure that the school operates within the Financial Regulations requirements of  SFVS and Manchester City Council
  • To monitor expenditure of all voluntary funds kept on behalf of the Governing Body
  • To annually review charges and remissions policies and expenses policies.
  • To make decisions in respect of service agreements
  • To make decisions on expenditure following recommendations from other committees
  • To ensure, as far as is practical, that Health and Safety issues are appropriately prioritised
  • To determine whether sufficient funds are available for pay increments as recommended by the Headteacher
  • In the light of the Headteacher Performance Management Committee’s recommendations, to determine whether sufficient funds are available for increments




  • To advise the Governing Body on priorities, including Health and Safety, for the maintenance and development of the school’s premises
  • To oversee arrangements for repairs and maintenance
  • In consultation with the Headteacher to oversee premises-related funding bids
  • To oversee arrangements, including Health and Safety, for the use of school premises by outside users, subject to governing body policy
  • To establish and keep under review a Building Development Plan
  • To establish and keep under review an Accessibility plan




  • To draft and keep under review the staffing structure in consultation with the Headteacher and the Resources Committee
  • To establish a Pay Policy for all categories of staff and to be responsible for its administration and review
  • To oversee the appointment procedure for all staff
  • To establish and review a Performance Management policy for all staff
  • To oversee the process leading to staff reductions
  • To keep under review staff work/life balance, working conditions and well-being, including the monitoring of absence
  • To consider any appeal against a decision on pay grading or pay awards
  • Working with the Pay Committee to ensure that pay awards are in line with the policy and are affordable within the pay budget of the school



Any relevant person employed to work at the school other than as the headteacher, when the subject for consideration is the pay or performance review of any person employed to work at the school.

Extent of delegation:


Theresources committee is non-statutory, and the governing body is able to determine its remit and delegate responsibility to it for ‘the approval of the first formal budget plan of the financial year’. It will ensure the governing body is kept fully informed about financial issues. It should provide summary reports for the governing body on all matters within its remit. The following tasks should be carried out by the finance committee:

  • drawing up the budget for approval by the governing body
  • exploring different expenditure options and assessing expenditure bids
  • forecasting likely future pupil rolls and income levels
  • monitoring budgeted income and expenditure
  • monitoring and adjusting in-year expenditure levels
  • ensuring accounts are properly finalised at year end/reviewing outturn
  • evaluating the effectiveness of financial decisions
  • administering the school’s voluntary/private fund
  • Reviewing and recommending works to the premises, fixtures, fittings and equipment and other teaching resources to the governing body
  • Reviewing Health and Safety audits and agreeing recommendations for approval by the Governing Body
  • Reviewing and recommending to the Governing Body plans and proposals relating to personnel within the school, including changes to the staffing structure or the appointment of new staff.


The governing body can delegate functions relating to the setting and approval of budgets to the finance committee. The committee must report to the governing body in respect of any action taken or decision made. Provision is made for functions to be delegated to committees in the School Governance Procedures Regulations 2003, part 4.
